<p>Basically, this problem may be related to permissions and security for the ASPNET user in Windows.<br />
To fix this, try the following<br />
1. Go to command prompt and run &#8211; &#8220;C:\WINDOWS\Microsoft.NET\Framework\v3.0\Windows Communication Foundation\ServiceModelReg.exe&#8221; /i /x<br />
 This registers WCF within IIS<br />
2. Run C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\aspnet_regiis.exe -i<br />
 This installs aspnet in IIS<br />
3. C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\aspnet_regiis.exe -ga ASPNET<br />
 This grants the user ASPNET  the necessary permissions to run web pages</p>

<p>Some tips for consultants:<br />
1. Don&#8217;t be annoyed by the client &#8211; their understanding of the problem, their proposed solution, their ignorance etc are all why you are there. Remain calm and don&#8217;t be annoyed or at least don&#8217;t show it.</p>
<p>2. Don&#8217;t put down or talk down to the client &#8211; this would seem obvious but a lot of people do this in subtle but easily identifiable ways. Being condescending is one of these behaviours to avoid. Instead of telling the Client what will solve his/her problem ask if he/she has considered the proposed solution.</p>
<p>3. Don&#8217;t say &#8216;You&#8217; and &#8216;Me&#8217; it is better to give an impression of collaboration.</p>
<p>4. Be flexible in your approach, after all if you provide the solution which works for you but not for your client, you haven&#8217;t solved their problem and will be a big waste of money.</p>
<p>5. For technical consultants, what seems like a good technical solution might be a poor business solution. Try to achieve that ever elusive but necessary synergy between both.</p>
<p>6. Don&#8217;t be concerned from too early with where your scope begins and ends. Doing this might prevent you from seeing opportunities for more work as well as identifying possible risks to the whole plan. Remember that sometimes what the client initially perceives to be the problem might not really be the problem at all.</p>

<p>When we talk about the digital divide &#8211; we tend to think of the difference in Internet access between developed and lesser economically developed countries. However, we have proof that the digital divide also exist within developed countries &#8211; last week an EU study published,much to my surprise,  that a third of Europeans have never used the Internet and 25% have never used a computer with 40% having no Internet at home. Of course these numbers are still far above those of the lesser economically developed countries, meaning more people in the developed world have access to Computers, and Internet facilities. These numbers also do not reflect penetration which is 61% in the EU, 3 times the world average of 20%. These numbers also do not reflect comparative ease access to the Internet, with broadband being readily available at libraries and Internet cafes, schools and restaurants within the EU.</p>
<p>&#8220;Europe&#8217;s digital economy has tremendous potential to generate huge revenues across all sectors, but to turn this advantage into sustainable growth and new jobs, governments must show leadership by adopting coordinated policies that dismantle existing barriers to new services,&#8221; said Viviane Reding, EU Commissioner for Information Society and Media.</p>

<p>According to <a href="http://www.internetworldstats.com/stats1.htm">Internet World Statistics</a>, Africa with 15% of the world&#8217;s population has 3.4% of the world&#8217;s Internet users. Egypt, Nigeria and Morocco and South Africa are the four largest users respectively with a total of 30% of the users from the continent. The main reason for the low per-capita numbers is the lack of infrastructure particularly in rural areas on the continent. This week however, saw a significant leap forward with the launch of SEACOM -17,000 km of fiber optics underwater cable in Dar-es-salaam linking Europe to Africa.</p>
<p>Now that the infrastructure is there, the Governments of East Africa can start working on providing access to people in both urban and rural areas, using the access provided to further enhance the education of the people &#8211; on the potential and opportunities available to them, the world, available markets for goods, loans, law, literacy, awareness of rights and health issues and so on..</p>
<p>I hope that this motivates more investment in Infrastructure within the Continent, and that the expected ICT revolution will be exploited by the people in meaningful ways. I hope that we will see Africa being better represented on the Internet, not just in the total number of users, but also in the existence of African produced content &#8211; websites, videos, blogs, businesses. Let this be a tool to be used to promote the diverse cultures of Africa, to promote and defend peace and to encourage African Unity. I hope to see content in the many languages of the African people. I want to see their struggles documented by rebellious bloggers who will hopefully shed new light and initiate a dawn of openness within the continent exposing those who would exploit it both from without and within.</p>
